Euro setup is unsustainable, ECB chief warns

(AP) ? The setup of the 17-country euro currency union is unsustainable, the head of the European Central Bank has told EU leaders, warning they must quickly come up with a broad vision for the future to get the bloc through the current financial crisis.

Mario Draghi said Thursday that the crisis had exposed the inadequacy of the financial and economic framework set up for the euro monetary union launched in 1999.

"That configuration that we had with us by and large for ten years which was considered sustainable, I should add, in a perhaps myopic way, has been shown to be unsustainable unless further steps are taken," he said in response to questions in the European Parliament.

Draghi said the central bank had done what it could to fight the 2 ?-year-old debt crisis by reducing interest rates and giving ?1 trillion ($1.2 trillion) in emergency loans to banks. But it was now up to governments to chart a course ahead by reducing deficits, carrying out sweeping reforms to spur growth and by strengthening the euro's basic institutions. The ECB cannot "fill the vacuum of the lack of action by national governments" in those areas.

He said the next step "is for our leaders to clarify what is the vision ... what is the euro going to look like a certain number of years from now. The sooner this has been specified, the better it is."

In 1989, for example, European Commission President Jacques Delors presented a landmark report that charted the initial path to the creation and launch of the euro a decade later and laid out the goals to be achieved. "The same thing should be done now," Draghi said.

He likened Europe's current struggles to those of a person crossing a river in thick fog while struggling against a strong current.

"He or she continues fighting but does not see the other side because it is foggy. What we are asking is, to dispel this fog," he said.

The euro was set up as a single currency with one central bank, the ECB, to issue the currency and set interest rates. But the different national governments continued to independently determine their budgets and manage their widely different economies. The currency union was unable to prevent some countries from running up unsustainable debt burdens as their economies lagged behind with excessive business costs and economic imbalances such as trade deficits.

European officials have worked to strengthen rules against piling up debt and to tighten surveillance over countries' budgets and economies. More wide-ranging measures ? such as a common finance ministry or shared borrowing through so-called Eurobonds ? have not found agreement.

Draghi said one first step would be to impose tighter central control over banks through a banking regulator that could force banks to restructure and take over the burden of bailing them out. The European Commission announced plans for such a "banking union" on Thursday.

Banks have been a key part of the government debt crisis. Bank bailouts are a further burden on financially shaky governments, and weak government finances in turn hurt the banks that hold those governments' bonds.

Currently, most powers to regulate banks have been left with national authorities, who have been seen as protective of their domestic financial services industries. The EU's existing regional regulator, the European Banking Authority, has limited powers.

Draghi said bailouts for Bankia in Spain, and before that Dexia in Belgium, show that national regulators are reluctant to admit the extent of troubles at home. That only has the effect of raising the end costs of rescuing the banks and undermining trust and transparency, he said.

"What Dexia shows ? and Bankia shows as well ? is that whenever we are confronted with the dramatic need to recapitalize, if you look back, the reaction of the national supervisors... is to underestimate the problem, then come out with a first assessment, a second, a third, fourth. "

"That is the worst possible way of doing things, because everybody ends up doing the right thing but at the highest possible cost and price," Draghi said in testimony in the European Parliament in Brussels.

Spain said last Friday it would need to put ?19 billion ($23.63 billion) into Bankia to rescue it from losses on real estate loans. The company made a successful stock market flotation only last year but has since had to restate earnings and has been taken over by the government. Dexia was bailed out in October by France, Belgium Luxembourg. It was the second time the bank has needed help, as it was bailed out for ?6.4 billion in 2008.

A 65-year-old woman was pulled out alive after lying for 12 hours in the rubble?of her kitchen in an Italian town hit by Tuesday's deadly earthquake.?

Firefighters told Sky TG24 TV that a piece of furniture, which had toppled over during the 5.8 magnitude quake that left 16 dead and 14,000 people homeless in the Emilia Romagna region north of Bologna, saved the woman from being crushed by the wreckage. She was taken to a hospital for treatment Wednesday.


The building in the town of Cavezzo?had been damaged in a first quake, on May 20, and had been vacant since. The woman had just gone back inside it Tuesday morning to retrieve some clothes when the latest temblor knocked down the building, firefighters said.?

By late Tuesday, the death toll throughout the region stood at 16, with one person missing: a worker at the machinery factory in the small town of San Felice Sul Panaro. Some 350 people also were injured.

A 5.8 tremor destroyed a number of buildings and killed at least 15 people. NBC's Jim Maceda reports.

Originally government officials had put the death toll at 17, and there was no immediate explanation for the lowered toll.

Factories, barns and churches fell, dealing a second blow to a region where thousands remained homeless from the May 20 temblor, much stronger in intensity, at 6.0 magnitude.

The two quakes struck one of the most productive regions in Italy at a particularly crucial moment, as the country faces enormous pressure to grow its economy to stave off the continent's debt crisis. Italy's economic growth has been stagnant for at least a decade, and the national economy is forecast to contract by 1.2 percent this year.

?The area encompassing the cities of Modena, Mantua and Bologna is prized for its super car production, churning out Ferraris, Maseratis and Lamborghinis; its world-famous Parmesan cheese, and less well-known but critical to the economy: machinery companies.

?After the second earthquake, Italy's Prime Minister Mario Monti pledged that the government would do everything possible to restore normal life to the area, which he said was "so important, so productive for Italy,"?the BBC reported.

Government troops had been deployed to the quake-struck areas, and a cabinet meeting would planned for later on Wednesday, according to the BBC.?

An 6.0 earthquake caused a violent tremor in Italy on Sunday, destroying historic buildings, including a cathedral. NBC's Stephanie Gosk reports.

The country's main business association warned on Wednesday that the?earthquakes would have a prolonged impact on the region.

"The earthquakes in May, which had very serious effects on people's lives, will also have prolonged consequences for some of the most important industrial regions in Italy and for an area with strong manufacturing activity," business lobby Confindustria said in an economic report.

"This can only worsen an already very difficult situation," it said.?

My experian score is 660 while my TU and Equifax scores are around 600. Does anyone know a finance company where I can get auto financing based upon my Experian score. I am not interested in some high interest loan based on my other scores, just Experian. Thanks.

WRITER'S NOTE: This post engendered a lot of empassioned responses. Some of the responses were directed at the question I posed; Others were directed at me.

I normally don't shy away from passionate responses: In fact, I feel that part of my job is to write about topics people care about enough to respond passionately to. And when I saw the response to the British test question I described below--the same question I posed here--I thought that this would be a question our readers might want to respond to as well.

(I had actually been thinking of asking this question for a while. A couple of weeks ago, I wrote an article about Goldman Sachs that led to the arrival of some of the anti-Semitic commenters who seem to be prevalent online. As I was deleting their comments, I thought, as I had before, "Where on earth does this stuff come from?")

As I said, the post was greeted with an empassioned response. Lots of the feedback, believe it or not, was positive: I was praised for starting a discussion on a topic that a lot of people won't talk about. But lots of the response was also negative--as in, "What kind of an insensitive rockhead would ever ask a question like that?"

Some readers also felt that, if I was going to ask why some people hate Jews, I should also ask why some people hate blacks, Mormons, Christians, Muslims, and every other group that is occasionally subjected to hate. And I certainly could have asked those questions, too (If the commenters on my Goldman post and the British religious-studies exam had focused on Muslims, I might have asked that question first). One smart reader suggested that I just summarize all those questions by asking "Why do people hate?" And that was a reasonable question.

And then I got the feedback that clued me into the fact that I had crossed a line I hadn't intended to cross. Some people I like and respect told me they felt insulted by and uncomfortable with the post.

That did it.

Whatever interesting responses came from the post, I now regret writing it. (I'm okay making people feel uncomfortable about some topics, but not this one.)

I am very sorry to anyone I offended. I sincerely apologize.

Citizens in Britain were startled recently when a religious-studies exam featured the question, "why do some people hate Jews?"

The question was immediately blasted as inappropriate and quickly withdrawn.

But it's an interesting and important question.

Along with many other sites, this site is occasionally visited by people whose mission in life appears to be to express hatred of Jews. (We delete these comments as quickly as we can, but they're always startling in their venom, meanness, and stupidity.)

And hatred of Jews has obviously been an ongoing theme worldwide for centuries.

Hitler, for example, hated the Jews so much that he murdered 6 million of them.

Why?

What is the source of this animosity? Why does it perpetuate itself? Where did this prejudice come from?

I'm asking this question seriously, and I'm going to Bleacher any comments that don't answer it seriously. As usual, I'm also going to ban any anti-Semitic commenters. And I'm only going to keep the comments open for 24 hours, because I know what will happen once I stop checking back in and reading them.

In the meantime, I'm genuinely mystified and curious, and I look forward to reading your responses.

Workers among 16 dead in latest big Italian quake

(AP) ? Workers at the small machinery company had just returned for their first shift following Italy's powerful and deadly quake earlier this month when another one struck, collapsing the roof.

At least three employees at the factory ? two immigrants and an Italian engineer checking the building's stability ? were among those killed Tuesday in the second deadly quake in nine days to strike a region of Italy that hadn't considered itself particularly quake prone.

By late Tuesday, the death toll stood at 16, with one person missing : a worker at the machinery factory in the small town of San Felice Sul Panaro. Some 350 people also were injured in the 5.8 magnitude quake north of Bologna in Emilia Romagna, one of Italy's more productive agricultural and industrial regions. Originally government officials had put the death toll at 17, and there was no immediately explanation for the lowered figure.

The injured included a 65-year-old woman who was pulled out alive by rescuers after lying for 12 hours in the rubble of her apartment's kitchen in Cavezzo, another town hard hit by the quake. Firefighters told Sky TG24 TV that a piece of furniture, which had toppled over, saved her from being crushed by the wreckage. She was taken to a hospital for treatment.

The building had been damaged in the first quake, on May 20, and had been vacant since. The woman had just gone back inside it Tuesday morning to retrieve some clothes when the latest temblor knocked down the building, firefighters said.

Factories, barns and churches fell, dealing a second blow to a region where thousands remained homeless from the May 20 temblor, much stronger in intensity, at 6.0 magnitude.

The two quakes struck one of the most productive regions in Italy at a particularly crucial moment, as the country faces enormous pressure to grow its economy to stave off the continent's debt crisis. Italy's economic growth has been stagnant for at least a decade, and the national economy is forecast to contract by 1.2 percent this year.

The area encompassing the cities of Modena, Mantua and Bologna is prized for its super car production, churning out Ferraris, Maseratis and Lamborghinis; its world-famous Parmesan cheese, and less well-known but critical to the economy ? its machinery companies.

Like the May 20 quake, many of the dead in Tuesday's temblor were workers inside huge warehouses, many of them prefabricated, that house factories. Inspectors have been determining which are safe to re-enter, but economic pressure has sped up renewed production ? perhaps prematurely.

Seven people were killed in the May 20 quake. In both, the dead were largely and disproportionately workers killed by collapsing factories and warehouses.

Co-workers of Mohamed Azeris, a Moroccan immigrant and father of two who died in the just-reopened factory, claim he was forced back to work as a shift supervisor or faced losing his job. A local union representative had demanded an investigation.

"Another earthquake ? unfortunately during the day ? that means people were inside working, so I think that an investigation will need to be opened here to check who cleared as safe these companies to understand who's responsible for this," Erminio Veronesi told The Associated Press.

At another factory closer to the epicenter in the city of Medolla, rescue crews searched for three workers who did not turn up at roll call after the quake and were presumed dead.

Premier Mario Monti, tapped to steer the country from financial ruin in November, pledged that the government would quickly provide help to the area "that is so special, so important and so productive for Italy."

The Coldiretti farm lobby said damage to the agricultural industry, including Parmesan makers whose aging wheels of cheese already suffered in the first quake, had risen to ?500 million ($626 million) with the second hit. The Modena Chamber of Commerce estimated that the first quake alone had cost businesses ?1.5 billion, with no fresh estimates immediately available.

Ferrari, Maserati and Lamborghini, all centered around Modena, reported no damage, and said workers were evacuated and then allowed to go home to check on their homes and families. Lamborghini planned to keep production halted on Wednesday.

The quake was felt from Piedmont in northwestern Italy to Venice in the northeast and as far north as Austria. Dozens of aftershocks hit the area, some registering more than 5.0 in magnitude.

The temblor terrified many of the thousands of people who have been living in tents or cars since the May 20 quake and created a whole new wave of homeless.

"I was shaving and I ran out very fast, half dressed," a resident of Sant'Agostino, one of the towns devastated in the quake earlier this month, told AP Television News.

Tuesday's quake struck just after 9 a.m. with an epicenter 40 kilometers (25 miles) northwest of Bologna, according to the U.S. Geological Survey ? just several kilometers (miles) away from where the 6.0-magnitude quake that killed seven people on May 20 was centered.

In the town of Mirandola, near the epicenter, the church of San Francesco crumbled, leaving only its facade standing. The main cathedral also collapsed. Sant'Agostino's town hall, so badly damaged in the May 20 quake that it looked as if it had been bombed, virtually fell apart when the latest deadly temblor struck.

Labor Minister Elsa Fornero suggested the destruction to buildings was out of proportion, considering the magnitude of the quake. "It is natural that the earth shakes. But it is not natural that buildings collapse," Fornero told lawmakers in Parliament's lower Chamber of Deputies.

The May 20 quake was described by Italian emergency officials as the worst to hit the region since the 1300s. In addition to the deaths, it knocked down a clock tower and other centuries-old buildings. Its epicenter was about 35 kilometers (22 miles) north of Bologna.

Tuesday's earthquake and strong aftershocks from the May 20 temblor are not surprising or unexpected, said Harley Benz, scientist in charge of the U.S. Geological Survey's National Earthquake Information Center.

"This is an area that is known to have earthquakes," Benz said. The earthquakes aren't as powerful and not as recent as those that circle the Pacific Ocean in the famed "ring of fire," but they are still active over the years. The region around Bologna has had at least five previous significant earthquakes between 5.3 and 6.8 magnitudes in the past 550 years, most recently in 1929 with a series of quakes, he said.

Residents had just been taking tentative steps toward resuming normal life when Tuesday's quake struck. In Sant'Agostino, a daycare center had just reopened. In the town of Concordia, the mayor had scheduled a town meeting Tuesday evening to discuss the aftermath of the first quake. Instead, Mayor Carlo Marchini confirmed the death of one person struck by falling debris in the town's historic center.

Italy's soccer match against Luxembourg, a warm-up for the Euro 2012 championships, was canceled. The game had been scheduled to be played Tuesday in Parma, just 60 kilometers (40 miles) west of the quake.

One of the great things about taking the bus is the interesting conversations you get to eavesdrop on. The other day, I?was privy?to?one such?conversation about personal finance between two middle aged men from East Vancouver. Now, these men weren?t telling each other ?Oh yes, I just love the rate my TFSA mutual fund is giving me right now.? Oh no. Before they started talking about money, Guy #1 was telling a story about how he hid his aunt?s pot from the cops one night when they were drinking together at his apartment. Let?s just say, these guys definitely aren?t accountants or stock brokers for a living.

Anywho, Guy #1 mentioned to?Guy #2?how he found it impossible to save money. Whenever he got it, it was gone just as fast. Guy #2, who I guess considers himself the more responsible one out of the two,?told?Guy #1 how?it?s really important to start saving money. When I heard this,?it kind of made me forget that they were just talking about drugs, and I wanted to say ?Ya! Personal finance is cool!?. But then?Guy #2 went on to?suggest that Guy #1 send a cheque to a friend he trusted for safe keeping until he needed it (and of course he suggested himself to be that friend). WTF? What?s worse is Guy #1 was seriously considering doing this! I wanted so?badly to turn around and say ?That?s the worst idea ever. Just put it in the bank or lock it into a GIC so you can?t touch it!?

But I didn?t. I just got off the bus and kept walking. I guess what really got me frustrated was that I just couldn?t understand how two people, in their 30s or 40s, didn?t have basic financial common sense? I know lots of people aren?t financially literate, but come on! Send a cheque to a friend for safe keeping? Really? If they represent the thinking of the majority of people, God help us all!

According to a recent survey conducted by CFO Research Services, as summarized in a recent post on How to Improve Procurement over on Procurement Leaders, finance leaders want procurement to increase its contribution in the following areas:

  • Working Capital Management
    especially since Procurement spends so much working capital
  • Supplier Collaboration Improvement
    especially since Procurement has the majority of the interaction with suppliers
  • Business Performance Risk Management
    as Procurement is supposed to be on the 8-ball when it comes to risk
  • New Market / Business Line Expansion
    as Procurement is already in foreign markets buying and probably has the most low-down

So what should you do? Start with the advice offered by the author:

  1. Initiate discussions with Finance on how Procurement can make the greatest contribution in their eyes.
    Remember, Procurement's biggest problem in many organizations is still its image. In many organizations it's still seen as the island of misfit toys, the ax men, or the one-trick cost-reduction pony. It doesn't matter how much Procurement saves, how much it reduces organizational risk, or how much value it brings, if Procurement's image doesn't change, then all of its contributions are for naught.
  2. Develop a plan to embed the right analytical and financial skill sets in Procurement.
    Face it, success today depends on the ability to analyze data, extract information, and generate the knowledge that the organization needs to make the right decisions. This requires the right skill sets.
  3. Determine the right technology roadmap to support the strategy.
    This will be a two-part strategy. In the first part, the organization will implement a closed-loop e-Sourcing and e-Procurement / P2P solution to reduce tactical processing requirements and free up more time for strategic activity. In the second part, the organization will use appropriate analytical solutions and apply it's new analytical skills to trying to find more opportunities to increase organizational value.

And then, finally, don't forget to create an appropriate transition plan -- remember, success depends on the 3 T's -- talent (with the right skills), technology (with the right functions), and transition (to the right operational structure).

Pregnant with a first child is a life-altering moment, especially when you hit five months and your belly becomes visible to the world. However, there are some rude people who have forgotten the basic rule of common courtesy for pregnant women... watch the baby bump!

Memorial Day weekend -- Mystic, Conn. Wonderful weather, excellent pizza at the infamous Mystic Pizza and a series of kind people who offered a table, a seat, a bathroom. Until... the moment that shattered the idyllic weekend.

Walking along the sidewalk, and out of nowhere an errant frisbee comes from an alleyway - -hits a lightpole and miraculous careens right into my baby bump! We are talking full speed ahead, knock your breath out, and a moment of shock on my part, followed by a reflexive double-over clutching my belly.

The shocking thing happened next... the man who did not catch the object said the words, "It's no big deal... it's just a Frisbee..." And proceeded to pick it up and walk away. I said, "Your Frisbee hit me and I am pregnant..." His reply, "It was an accident..."

Shocking to say the least. Rudeness at its best. And boorishness at a basic level. Not once did I see a gesture of concern about my physical well-being or hear the words "I'm sorry" or "Are you okay?" Under my breath, an involuntary word erupted but we kept on walking. Then, the final coup de grace occurred when his wife said as we walked by..."You're okay -- still breathing." I stopped in my tracks, pulled sunglasses up and looked her right in the eye. Then, without a word, turned and walked away...

What should have happened in that moment reflects a new reality of adults who forget that they should model behavior for their children, a lack of concern for humanity (maybe too much social media and too little personal contact), and a basic lack of concern for a potential injury to a pregnant woman carrying an unborn life.

Perhaps we all need to take a step back and remind ourselves that we all arrived on this earth through a mother -- and the basic humanity deserved by any visibly pregnant woman needs greater attention. It is really easy to offer a seat on the subway, provide access to a bathroom, or remember a basic: watch out for the baby bump!

Black workers file charges over noose in locker room

Three African-American workers at a Siemens Energy facility in New Jersey have filed charges of discrimination with the?Equal Employment Opportunity Commission?and the New Jersey Division of Civil Rights after they said years of racial harassment recently culminated in their finding a noose hanging in front of their lockers.?

"The complainants ... are pursuing these charges and will be filing a federal lawsuit in the hopes of bringing to light and changing the current climate of open racial discrimination at this facility," Brian K. Wiley, the lawyer representing the employees, said via email.?

In January, four-year Siemens employee David Solomon said he entered the workers' changing area and found a noose hanging "right next to my locker." He photographed the noose and alerted his co-workers, Eddie Clarke and Barry Murphy. In an April 4 affidavit, all three testified that they had seen the noose and detailed numerous other instances of racial discrimination.

"I felt (as)?though a clear?message was being sent to the black employees at Siemens to shut up, do what your [sic] told and stop complaining about being treated unfairly or we would be lynched," Solomon wrote. "Every person in power at my job is white. There are no black supervisors, and no African?-Americans to report this too [sic]."?

Clarke wrote in his statement that he had been physically threatened by his supervisor after voicing complaints about a discriminatory work environment in which African-Americans were denied the opportunity for advancement. "My supervisor had previously?warned me a few years back that if I complained of racial bias in the workplace any further I would get caught in 'friendly fire,' " he wrote. "The?supervisor approached me shortly after and expressed surprise that I was 'still alive.?"

Siemens responded with a statement calling hanging a noose in the workplace a "deplorable, aggressive act" and said the company "promptly notified law enforcement." Company spokeswoman Camille Johnston said via email, "We have been in contact with federal, state and local authorities," without providing details of which agencies.?

In its statement, Siemens said it initiated an internal investigation, which it concluded after?the company's "corporate security team that included members with 30+ years of experience with the Federal Bureau of Investigation ...?could not find any evidence of how the noose got there."

Wiley countered the assertion that Siemens proactively contacted police.

"To be clear, it was the complainants who contacted law enforcement to report what has happened to them," he said. "While we do not have the ability to know whether Siemens contacted law enforcement as they claim, we can say with certainty that none of the three victims was contacted by any law enforcement agency."?

Between 2006 and 2010, the EEOC ordered eight companies to pay a total of nearly $5.2 million stemming from cases of racial discrimination or harassment that involved nooses. The agency's site says it is illegal for race or skin color to impact "hiring, firing, pay, job assignments, promotions, layoff, training, fringe benefits, and any other term or condition of employment."?It also says the display "racially offensive symbols" constitutes illegal racial harrassment.?

"The company is responding to the EEOC charges as appropriate," Johnston said.?An EEOC spokesman declined to comment.

Wiley said no specific amount of damages had been determined for the federal lawsuit he plans to file on behalf of the three men. "There's no real way to quantify" the impact that years ? decades in the case of Murphy, a Siemens employee since 1966 ? worth of denied advancement opportunities and hostile working conditions had on his clients. "[Siemens] conceivably could be responsible for a large amount," he said.
