Attleboro police investigating possible theft of drugs from evidence locker, mayor says

Law enforcement officials are investigating the suspicious disappearance of cocaine and other illegal drugs from the Attleboro Police Department?s evidence room following an audit triggered by a change of leadership in the department.

The city?s mayor, Kevin J. Dumas, confirmed in a statement today that an internal audit had discovered that drugs were missing.

The results of the audit have triggered an internal police investigation, with the assistance of an independent consultant. The Bristol district attorney?s office is also assisting in the investigation, and the state attorney general?s office has been notified.

Dumas said the audit was commissioned as a matter of routine when Chief Kyle Heagney took over as acting chief more than a year ago, following the controversial resignation of former Chief Richard Pierce.

?[Chief Heagney] and I are taking this investigation very seriously and this type of misconduct will not be tolerated,? Dumas said in a statement. ?I have full faith and confidence in Chief Heagney and all those who are participating in this investigation.?

Heagney said he is investigating whether the drugs were stolen and whether they were used by any officers.

?This corruption is an insult to the ethical and decent officers who do their job in a just manner, and their righteousness is being overshadowed,? he said, saying the theft demonstrates the need for mandatory drug testing for police officers.

?This type of corruption makes the entire department look bad. I have zero tolerance for police corruption,? he said.

Gregg Miliote, a spokesman for Bristol District Attorney Samuel Sutter, said his office is assisting in the investigation. He had no comment on whether the disappearance of any drugs would interfere with Bristol County prosecutions, saying, ?I think we need to let the investigation play itself out.?

The disappearance of the drugs was first reported today by The Sun Chronicle of Attleboro. Heagney said that that the drugs were discovered to be missing in August.

The chief hired APD Management, a private police consulting company run by former Tewksbury Police Chief Alfred P. Donovan that specializes in internal police investigations, to help in the probe.

The discovery of missing drugs comes at a difficult time for the department. Heagney, promising reform, officially took over in October following the resignation last year of former chief Pierce.

The former chief stepped down at the request of Dumas amid allegations that he mishandled an investigation of his son, Patrolman Richard Pierce Jr. The younger Pierce allegedly lied about the use of a Taser during an arrest, and was ultimately fired.

The department is also still coping with the alleged wrongdoing of a veteran dispatcher who was reportedly caught in a sting receiving packages of marijuana sent through the mail earlier this month. The dispatcher, Edward A. Gingras II of Attleboro, is facing charges related to the sting, Miliote said.

Heagney, a third-generation member of the department, whose father was a captain, said he would root out wrongdoing within the department, but said it would take the cooperation of honest police officers as well.

?We only have bad cops when good cops help out,? he said. ?We?ve had some police misconduct, some corruption issues, and it?s been a tough time. Nevertheless ... a paradigm shift is happening with this department.?

LONDON (AP) -Manchester United flourished as Manchester City floundered on Monday to wipe out its neighbor's lead in the Premier League title race.

City's was left clinging to top spot on goal difference after its expensively assembled attacking unit failed to score in the league for the first time this season in a 0-0 draw at West Bromwich Albion.

Injury-hit United took full advantage, with Dimitar Berbatov's hat trick powering the champions to a second 5-0 rout in a week against Wigan.

"We're really hitting good form now and there's a real goal threat about us from all departments," United manager Alex Ferguson said. "If we're top of the league or joint top with City by New Year's Day I'll be happy."

Combined with Wednesday's 5-0 thrashing of Fulham, United seems to have shaken off its early Champions League exit earlier this month.

"It was a wake-up call because maybe everyone looked at themselves in the mirror and said, 'We can do much better,"' United defender Patrice Evra said. "What the fans expect of every player, we are doing now."

City and United are 10 points ahead of third-place Tottenham, which plays the first of two games in hand at Norwich on Tuesday.

Chelsea is a point further back in fourth and has all but given on up on its title hopes after Fulham condemned its west London rival to a third consecutive 1-1 draw.

Liverpool, three points behind Chelsea in sixth, failed to seize on Chelsea's slip-up, drawing 1-1 at home to bottom-place Blackburn.

Almost halfway through the season, the title race looks more and more like a two-horse race, although City is starting to show signs of weaknesses after setting a record for the best start ever to a Premier League campaign.

Mario Balotelli struck the top of the crossbar from 30 yards (meters) at the start of the second half having already had a goal disallowed when he volleyed home only to see an offside flag raised.

Lacking their usual bite, the leaders were frustrated by the hosts, who also hit the goal frame through Jerome Thomas.

"We know it is maybe impossible to stay at the top for 38 games but we will try," City manager Roberto Mancini said. "Maybe if we scored in the first half we would have scored two or three goals."

United achieved even more than that, as Park Ji-sung took just eight minutes to put his team in front, picking a spot in the top right of the net after being picked out by Evra's cutback.

United took full advantage of Wigan's Conor Sammon being sent off for fouling Michael Carrick, with Berbatov - on his second start of the season - holding off Antolin Alcaraz before netting his first of the day.

United had another injury setback at halftime when it lost Jonny Evans, its only fit center back, with a calf injury that is expected to rule him out for two weeks.

Thankfully for United all the pressure was on the Wigan goal. Berbatov latched onto Antonio Valencia's pass before firing a shot beyond Ali Al Habsi.

Valencia got on the scoresheet himself with a low strike before Berbatov completed his hat trick to make up ground on City in the goal difference stakes.

After Park was fouled by Alcaraz, substitute Wayne Rooney allowed Berbatov to net a third from the penalty spot.

"If we win and score goals and keep many clean sheets, like we did tonight, we're going to be at the top of the league at the end of the season," Evra said.

While United's focus is on a 20th league title, Chelsea's is just staying in the four Champions League places.

Juan Mata had put Chelsea in front at the start of the second half, but Clint Dempsey equalized with only Fulham's fifth away goal this season.

At the bottom of the table, Blackburn nudged closer to its relegation rivals by earning a point at Liverpool.

Liverpool midfielder Charlie Adam put the ball into his own net on the stroke of halftime after a corner from Morten Gamst Pedersen to give Blackburn a surprising lead.

Maxi Rodriguez spared Liverpool from embarrassment after the break with his 11th goal in his last 12 starts. But even the return of captain Steven Gerrard after a two-month absence with an ankle injury as a second-half substitute couldn't inspire Liverpool to salvage a victory.

Blackburn is just a point behind Bolton, which lost 2-0 to a Newcastle side that had not won in six matches.

Sunderland climbed four points clear of the danger zone with a 1-1 draw at Everton.

'Person of interest' in custody in Washington Park killing

WASHINGTON PARK -- A "person of interest" remains in custody in connection with the shooting death of a 35-year-old Washington Park man early Saturday.

Meanwhile, Illinois State Police continue to seek a suspect in the homicide of Edward Austin, whose body was discovered at his residence at 2124 N. 49th St.

Washington Park Police Chief Dave Clark said police received a call early Saturday about a burglary in the 2100 block of North 49th Street. Officers arrived at a home at 2125 N. 49th St. and found a great deal of blood on the premises, but no body.

A neighbor informed the officers of a broken window at the victim's residence across the street at 2124 N. 49th St., where they found Austin's body.

A suspect was seen fleeing from the crime scene, but a detailed description was not available, according to police.

Illinois State Police have taken over the investigation.

Anyone with information about Austin's death is urged to call Illinois State Police Special Agent Jamie Brunnworth at 346-3759 or the CrimeStoppers tip line at 866-371-8477. This is an anonymous tip line that pays up to $1,000 for information leading to an arrest and conviction.

Did TV hosts really eat fried human flesh?

Two Dutch TV hosts cooked and ate each other's flesh, sampling fried buttock and fried belly, and pushing the boundaries of bad taste on Wednesday night in a program aired by Dutch broadcaster BNN.

A butcher advised show hosts Dennis Storm and Valerio Zeno on which were the best cuts of human flesh, and a surgeon removed the strips of muscle from Storm's left buttock cheek and Zeno's abdomen.

A chef fried the flesh, and served it to Storm and Zeno with green asparagus on the side.

Zeno described the experience as similar to eating a piece of car tire, and took a while to swallow his food on air.

Storm cleaned his plate a bit faster, and jokingly likened his own "meat" to Kobe beef because he takes good care of his body and health.

"It's sick," said Anna Mees, 25, who watched the show.

Storm and Zeno said they got the idea after seeing the film "Alive" about how members of a rugby team ate human flesh to survive after their plane crashed in a remote spot.

"Since than I have always wondered what human flesh would taste like," Zeno told Reuters.

Both Zeno and Storm said they would not do it again because it would involve more surgery.

Cannibalism is legal in the Netherlands.

"Only when it involves maltreatment or when it violates common decency is cannibalism illegal," Gerard Spong, a Dutch lawyer who specializes in criminal law, told Reuters.

Some media, citing BNN, reported that the stunt, shown on science program "Guinea Pigs," was a hoax.

But BNN press officer Thijs Verheij told Reuters that BNN had never said it was a hoax and that the flesh-tasting really took place. Zeno showed Reuters a scar on his belly where his flesh was removed.

The Netherlands has become a breeding ground for new TV formats, and brought the reality show "Big Brother" to the world in 1999.

In 2007, BNN aired a "donor show" where an allegedly terminally ill woman would donate her kidney to one of three candidates with a kidney problem.

At the end of that show, the presenter announced that the woman was an actress and that the show was a hoax, and that the intention had been to shock people into the realization that the country lacked enough donors.

European Companies Limit Always-On Communications (NewsFactor)

As the holiday vacation arrives, it's good to remember that there once was a time when people didn't get e-mail at all hours of the day or night. Now, Volkswagen has agreed to give German workers a taste of that world.

Following a union agreement, the largest European carmaker will limit work-related e-mails on the BlackBerry smartphones of about 1,200 workers to a half-hour before and a half-hour after the workday for its staff. Mobile devices will still be available for calls by those workers, at any time.

No Longer 'Switch Off'

According to news reports, the agreement only relates to those workers covered by collective bargaining, thus apparently leaving executives to the same always-on schedule. The Trades Union Congress has issued a statement cautioning that Volkswagen's solution may not work in other organizations.

Another German company, Deutsche Telekom, created a Smart Device Policy in 2010 that allows workers to have a communication-free time when they're not at work. At the time, the company said that mobile communication devices have advantages, but they also create conditions where employees can no longer "switch off" their worktime.

Communication overload is also being addressed by other European companies. For example, international IT services company Atos Origin proclaimed an ambition in February to become a "zero e-mail company" within three years. CEO and Chairman Thierry Breton said in a statement that "we are producing data on a massive scale that is fast polluting our working environments and encroaching into our personal lives."

'Unsustainable for Business'

Thierry said the volume of work-related e-mail was "unsustainable for business," with managers spending five to 20 hours weekly on e-mails, using 25 percent of their time searching for information, and finding that only about 15 percent of the e-mails received in a day were useful.

He added that his company was "taking action to reverse this trend" of internal e-mail pollution, "just as organizations took measures to reduce environmental pollution after the industrial revolution." To counter this informational time drain, Breton said that Atos Origin has set up collaboration tools and social community platforms, to track ideas on subjects.

"Businesses need to do more of this," he said, because "e-mail is on the way out as the best way to run a company and do business." The company said that the use of the social media tools has, according to initial feedback, reduced e-mail by 10 percent to 20 percent.

In an interview with the BBC, Breton, who has been the chief executive and chairman of France Telecom and the French minister of economy, finance, and industry, noted that newly graduated young employees were not using e-mail that much anymore, having transitioned to social media. He said using e-mail for external communications with other organizations is still useful, while internal e-mail is used largely as a communication tool, a place to store content, or for other uses beyond e-mail's original intent.

Dawn spacecraft beams back new images of asteroid (AP)

LOS ANGELES ? NASA's Dawn spacecraft has been a fervent photographer, snapping more than 10,000 pictures of the asteroid Vesta since it slipped into orbit around the giant space rock last summer.

The views were taken from a distance away ? until now. On Wednesday, the space agency released new images of the hummocky surface as Dawn circled from an average altitude of 130 miles above the surface ? the closest it'll get.

From this low orbit, scientists can count numerous small impact craters and see textured grooves and outcrops in sharp detail.

"We're totally thrilled with the data we're getting. It seems to get better," said mission deputy principal investigator Carol Raymond of the NASA Jet Propulsion Laboratory, which manages the $466 million mission.

By inching this close to Vesta, Dawn will use other instruments to measure the gravity field and determine its chemical makeup to better understand its origins.

Dawn will spend the next 2 1/2 months at the current altitude before moving higher to take another round of pictures. By that time, the sun will hit Vesta at a different angle and illuminate sections of the northern hemisphere that had been shrouded earlier.

About the length of Arizona with a huge crater at its south pole, Vesta is the second largest body residing in the asteroid belt between Mars and Jupiter. Asteroids are leftovers from the solar system's birth some 4.5 billion years ago and studying these bodies could offer clues about how rocky planets like Earth formed.

Previous spacecraft have visited smaller asteroids before, but this is the first trip to Vesta.

Powered by ion propulsion, Dawn began orbiting Vesta in July after a 1.7 billion-mile cruise. It will depart Vesta next summer and will fly to an even bigger asteroid, Ceres, where it will arrive in 2015.

New tour offers glimpse of New Orleans movie sites

Sitting near the New Orleans streetcar line aboard a van equipped with video screens and a speaker system, tourists watch actress Vivien Leigh ride the city's vintage electric rail vehicles in a scene from the 1951 film "A Streetcar Named Desire."

In the French Quarter, passengers look on as Bruce Willis escapes attackers outside a praline shop in the 2010 film "Red." They also watch a young Kirsten Dunst bite into a woman's neck in Jackson Square in one of her early roles as a bloodthirsty child vampire in 1994's "Interview With a Vampire."

A new multimedia tour being offered in New Orleans takes passengers to locations where famous movie scenes were filmed and shows them a clip from the film on site. The tour also includes peeks at the New Orleans homes of actors Brad Pitt, Sandra Bullock and John Goodman.

"It really is a different way to see the city," said Debbie Carroll, a self-proclaimed movie buff from Springfield, Mo., who took the tour earlier this month. "I love movies, so I was excited to take this tour, but I also like that I got to see parts of the city I had never seen before."

Besides the tourist-heavy French Quarter, New Orleans Movie Tours includes stops in lesser-known neighborhoods such as Treme and the Faubourg Marigny. Clips from those neighborhoods include an action-packed fight sequence with Jean-Claude Van Damme in 1993's "Hard Target" and scenes from 2004's "Ray" about the life of singer Ray Charles, which landed Jamie Foxx an Academy Award.

The HBO television series "Treme," which frequently films in both the Treme and Faubourg Marigny neighborhoods and is currently filming its third season in New Orleans, is also in the tour.

The tour is approximately two hours long, includes popcorn, and is packed with location stops and clips from roughly 30 films shot in New Orleans, among them 2008's "The Curious Case of Benjamin Button" starring Pitt; 1965's "The Cincinnati Kid" with Steve McQueen and Ann-Margret; 1969's "Easy Rider" with Dennis Hopper and Peter Fonda, and 1958's "King Creole" starring Elvis Presley.

New Orleans Movie Tours was launched this past summer by the husband-wife team of Jonathan and Michelle Ray, movie lovers from Willington, Conn., who moved to New Orleans roughly 10 years ago.

"We fell in love with the culture, the music, the people, the food, basically everything that we didn't have in Connecticut," Jonathan Ray said.

The couple followed the growing film culture in the city, he said.

Since Louisiana film tax credits were introduced in 2002, movie production hubs have popped up in cities across the state, including Shreveport, Lafayette and Baton Rouge. But New Orleans continues to see most of the activity. This year alone, roughly 45 projects ? almost half of all those filmed in the state ? were shot in the New Orleans area.

"If there's something filming, we try to include it on the tour, so the tour can change slightly from day to day," Jonathan Ray said.

During the hot summer months, the temperature-controlled van is a comfortable alternative to the walking tours the city offers, he said.

The movie tour appears to be a growing draw for tourists and locals alike, said Jennifer Day, a spokeswoman for the New Orleans Convention and Visitors Bureau and former director of the New Orleans film office. Day said the movie tour fills a void that's existed for some time.

"When I worked at the film office, we got calls all the time from movie buffs wanting information on where movies were filmed and from visitors in the city who wanted to keep an eye out for the movie they saw filming," she said.

The tour appears to be one of only a handful like it in the U.S.

"You have to be at a site where a lot of movies have been filmed for it to work," said Doug Lumsden, owner of Monterey Movie Tours in Monterey, Calif., one of fewer than a dozen multimedia movie tours in the United States. Besides New Orleans, such tours are also offered in Los Angeles, San Francisco, Boston, Chicago, and Savannah, Ga., Lumsden said.

One of the first movie tours opened on the Hawaiian island of Kauai in 1995. That tour, Hawaii Movie Tours, includes more than a dozen stops at such locations as Wailua Falls, where the TV show "Fantasy Island" was made, and Kapaa Town, where the 1993 Steven Spielberg-directed blockbuster "Jurassic Park" was filmed.

Lumsden said his tour takes movie lovers through Monterey, Pacific Grove, Carmel and Pebble Beach. Among the highlights is The Lodge at Pebble Beach, where Doris Day ran through the entry in the suspense drama, "Julie."

Lumsden said the Rays visited California and took his tour before launching their own venture in New Orleans.

"They are really good," he said. "They did their homework, and they really know their stuff."

Wober, based in Hong Kong, has been visiting North Korea regularly for nearly a decade and manages the video news bureau in Pyongyang, which opened in 2006. He spoke Tuesday afternoon outside a meeting hall in the North Korean capital.

Question: Tell us what the scene was like in Pyongyang as people learned of Kim Jong Il's death.

Wober: Well, the announcement came as a complete surprise. It was warned on state television that a special announcement was going to be made at midday on Monday, local time. But there was no hint as to what the content would be. As soon, though, as the announcer appeared wearing this black traditional Korean dress, it looked very serious and within seconds she got to the point. I was staying in a hotel, I went out, I could see immediately in the corridors hotel staff crying. In the restaurant and the shop downstairs, hotel staff in tears, sobbing.

Question: What is the mood like in the country and the capital at the moment?

Wober: All over the city you can see separate mourning events. Like here, outside one major meeting hall, hundreds of people are lining up to go and stand in front of the portrait of the deceased General Kim Jong Il ? crying and wailing for a few minutes before they are moved along so that the next group can come up. This kind of thing is going on all over the city, and there is also a strong sense of mourning, in that the normal activity of shops and the normal way that people might drink, or eat, or enjoy themselves is basically discouraged during this period.

Question: Tell us about the successor to Kim Jong Il.

Wober: Kim Jong Un is largely thought to be unknown to foreigners. He did study in Switzerland when he was young. But since then, since he appeared on state media here ? on television in September last year for the first time ? he hasn't met many foreigners and most foreigners do not have a clear idea of his age or education.

Question: What can we expect to see during the national mourning period that has been declared?

Wober: The period of mourning has been set until the 28th and 29th. Those will be the major events. The 28th is supposed to be a long procession around the city with the body traveling on a bier. This is the laying-to-rest period on the 28th December. And then, on the 29th, there should be a gathering of senior leaders and officials of the country. A national funeral. Before then, it's likely there will be more of these individual events like you see behind me now, going on around the city and the country.

NATO closes up training mission in Iraq (Reuters)

BAGHDAD (Reuters) ? NATO closed its seven-year training mission in Iraq on Saturday, at the same time as U.S. troops withdraw from the country after the 2003 invasion that toppled Saddam Hussein.

The alliance said on Monday it would end its mission after talks with Iraqi officials to extend the programme failed, due to disagreements over legal framework covering NATO forces in Iraq.

"We respect the decisions of a sovereign Iraq and salute the fact that Iraqi is fully responsible for directing its own path," NATO training mission commander Lieutenant General Robert Caslen said at the closing ceremony.

The decision followed U.S. President Barack Obama's announcement in October that U.S. troops would go home at year-end after talks to keep thousands in Iraq as trainers fell apart over Washington's demand for legal immunity for troops.

American forces signed over their last military base to Iraqi officials on Friday following a formal ceremony to end nearly nine years of war in Iraq.

NATO started its training mission in Iraq in 2004, although unlike in Afghanistan, its Iraq operation has been small and largely under the radar.

The alliance has provided expertise in areas like logistics and policing for Iraqi security forces, with around 100 troops training more than 5,000 military and 10,000 police in Iraq.

"W-where is she?" a lanky man asked the surrounding police officers as he stepped onto the scene. He was wearing a white button-up shirt and gray slacks. A pair of thick black-rimmed glasses covered his eyes and his curly brunette hair laid in every which way, clearly showing the man's disinterest (or lack of skill) in keeping with the latest trends. His name was Nolan Lauer, and he was one of the prime investigators for 'The Harvester? killings. The policeman closest to him pointed him feebly pointed in the direction of the crime scene and then quickly made for the exit, as if he were going to 'make sick' once he reached the outdoors.

At the moment they were underground, in a subway tunnel beneath New York City and despite Detective Lauer?s request, the mayor had decided that the trains would continue to run during his investigation of the crime scene, and as a result the tunnels were packed with people. He had little to no privacy during his search, and every fifteen minutes or so a light tremor would shake the ground beneath him as another subway train went by. But regardless of his situation, Lauer managed to keep his cool and made his way over to the direction the other officer had pointed out earlier.

As he continued walking he realized that his path was leading toward the women?s bathroom. It was beginning to make sense now how the killer could?ve accomplished such a feat in such a public setting. Lauer thought to himself, 'The man must have captured her while she was in one of the stalls, locked the door, and... and uhm...' The man began to pale at the thought of what went on in the stalls earlier that night.

Once he opened the doors, he was surprised to find that there was no odd stench to be smelled, but it also made sense, seeing as the victim had been dropped in such a public place, she was bound to be found rather quickly, which never allowed her body the proper amount of time to sour.

He walked into the lavatory with hesitance, as if his mind knew that he didn't want to see what lay ahead, but his curiosity egged him on. And so he motioned for the all of the lower level officers to get out before he continued toward the body. He scratched around the base of his brunette hair, trying to grasp every detail of the scene before making an assumption. The only reason that he was not queasy from the sight was because he had been on the same case for several years now, and after seeing the murderer?s first kill the rest of them became less of a shock as time went on. The only person that he ever allowed near him while he went to work was his partner, and that was only because he had too. Nolan was much more of an introverted sort of person, and he often found that his partner's presence was more of a deterrence to him than a benefit.

Safety seemed to be an afterthought before the BP oil spill

The petroleum industry and federal regulators focused more on exploration and production than safety in the years leading up to the 2010 Gulf of Mexico oil spill, helping to set the stage for the worst offshore environmental disaster in U.S. history, according to a new independent report by the National Academy of Engineering and the National Research Council.

Conducted at the behest of Interior Secretary Ken Salazar, the report said the "multiple flawed decisions that led to a blowout" on the Deepwater Horizon rig resulted from "a deficient overall systems approach to safety" among the corporations that ran the drilling of the Macondo well, including BP, Transocean and Halliburton.

The report, titled "Macondo Well ? Deepwater Horizon Blowout, Lessons for Improving Offshore Drilling Safety," echoed many findings from previous studies of the disaster. But it added new levels of detail and put the nation's top engineering peer group behind a call for redesigning a massive set of valves, rams and hydraulic devices once thought to be fail-safe: the blowout preventer that failed to stem the flow of more than 200 million gallons into the Gulf of Mexico.

"There were numerous warnings to both industry and regulators about potential failures of existing BOP [blowout preventer] systems" over the previous decade, according to the report, which demanded greater emphasis on safety than industry and regulators have shown, and questioned industry and regulatory norms that could erode safety.

The fragmented nature of offshore oil drilling, with different companies responsible for highly specialized tasks, means that few people on a rig may have a complete sense of the risks involved in the drilling operation, the report concluded.

The report committee's chairman, former Navy Secretary Donald C. Winter, said that improvements in regulatory oversight and in industry response to offshore disasters gave him confidence that offshore drilling should continue. But he stressed that more work needed to be done.

"Our concern is whether this is a good first step in the right direction," Winter said in a conference call, "or whether these changes represent a transient response in the aftermath of the Deepwater Horizon."

The Interior Department said in a statement that it welcomed the report's findings, which it said backed the regulatory policies it has pursued since the Deepwater Horizon explosion on April 20, 2010.

The department introduced more stringent environmental and safety regulations, and the industry responded by developing new oil spill response and containment systems, incorporating lessons from the gulf disaster.

But the report expressed concerns about how serious and sustained industry efforts might be, given that its research and development efforts over the last 20 years have been shrunk and outsourced. And most of those efforts have "been focused disproportionately on exploration, drilling, and production technologies as opposed to safety."

Erik Milito of the American Petroleum Institute trade group defended the industry's research focus. "The industry is leading the way in applying the best elements of the most successful existing safety programs, including the use of independent auditing and certification by third parties," Milito said.

Complacency about safety, particularly in the case of blowout preventers, became apparent in testimony before the committee that showed "a misplaced confidence that blowout preventers could provide a guarantee, an insurance policy to the blowout," Winter said.

The industry seems to have tempered its confidence in the reliability of blowout preventers, said Roger L. McCarthy, a private engineering consultant from Palo Alto and a member of the report committee. Still, there is no uniform standard for blowout preventers and no independent certification of their efficacy, McCarthy said.

"You can't buy a circuit breaker for your home that hasn't been independently certified by Underwriters Laboratories," McCarthy said, "while a BOP is kind of a circuit breaker for an incredible amount of power that comes up the drill string, and it's not certified to any standard."

Deep offshore oil drilling is becoming more common, as evidenced by the $337 million in bids offered Wednesday in the Interior Department's first auction of federal leases in the western Gulf of Mexico since the BP spill.

In such an environment, the industry needs to approach safety through a "proactive" system that articulates all the risks inherent to each particular process and puts in place steps to prevent them, the report recommended. Although that approach was adopted in the North Sea in the wake of disasters there a generation ago, not all companies use the approach beyond their North Sea operations.

Dutch pot sales to foreigners go up in smoke (Reuters)

AMSTERDAM (Reuters) ? The reputation of the Netherlands as the go-to country for a legal joint will begin to vanish like a puff of smoke next year as sales to foreigners of cannabis and hashish in coffee shops are banned.

The Dutch government has been clamping down on the sale of soft drugs since 2007 because of gang-related crime and concern about the risk to health, particularly as stronger forms of cannabis have been introduced.

"The Dutch drugs policy's appeal to foreign users has to be reduced," Dutch Security and Justice Minister Ivo Opstelten said in a letter to parliament.

"Drug use by minors will be strongly discouraged and in particular, vulnerable young people will be protected against drug use," the minister added.

The new rules, which will first take effect in the south and gradually be extended countrywide, limit sales of cannabis to residents of the Netherlands who must enroll as members of a coffee shop, the minister said.

The rules will come into effect from January 1, 2012, but will not be enforced until May 1, starting in the three southern provinces where drug tourism is most common and regarded as a problem by many local residents.

The rest of the country, including Amsterdam, whose drugs scene is a tourist magnet, will enforce the new rules from January 1, 2013.

From that year onwards, a coffee shop can have a maximum of 2,000 members.

The Dutch government, whose push for a stricter drugs policy is led by the Christian Democrats party, will forbid any coffee shops within 350 m (yards) of a school, with effect from 2014.

The government in October launched a plan to ban what it considered to be highly potent forms of cannabis -- known as "skunk" -- placing these in the same category as hard drugs such as heroin or cocaine.

Should parents go to jail when kids miss too much school? (The Week)

New York ? Florida's Palm Beach County is cracking down on truancy by punishing parents, and it's hardly the first place in the nation to do so

A Florida county is holding an unusual threat over parents' heads: If your kids miss too much school ? specifically, more than 15 days over a 3-month period ? you could go to jail. And Palm Beach County isn't the first in the nation to resort to jailing parents to crack down on truancy. Four key questions:

What's going on?
Florida's Palm Beach County has created a new court specifically focused on truancy cases. While Florida has long had a law that states that parents can face up to two months of jail time if their child (aged 6 to 16) has more than 15 unexcused absences in three months, there was no infrastructure to enforce it ? until now. Schools lacked the personnel to bring the cases to court, and prosecutors were more focused on violent crimes. The new truancy court is currently in a trial period, targeting kids from kindergarten to third grade.

How big of a problem is truancy in Palm Beach?
It's a significant issue. In in the 2009-2010 school year, 6.6 percent of the county's 198,351 students racked up 21 or more unexcused absences.

Is Florida the only state with such a law?
No. Earlier this year, nearly a dozen parents in Baltimore City were sent to prison for their kids' truancy. In Orange County, Calif., at least five parents have gone to jail since a tough anti-truancy law went into effect earlier this year. Parents in Alabama, Texas, and North California have also been sent to the slammer for failing to ensure their kids attended classes.

Is this the right way to deal with truancy?
Not everyone thinks so. This "seems extreme and maybe even counterproductive," says Amy Reiter at The Stir. "If the parent is in jail, how will she then help get her kid to school?" Teens especially need to learn to take responsibility for their own actions, not have their parents pay for their crimes. Earlier this year, the NAACP filed suit against a school district in Pennsylvania that had fined a woman $8,000 over her kids' truancy. The organization argued that the kids had stopped going to school because they were being bullied and harassed.

UK Researchers Awarded CDC Grant to Study Cancer Survival in ...

LEXINGTON, Ky. (Dec. 2, 2011) ? University of Kentucky researchers recently received a $225,000 grant to study the differences in cancer survival in Appalachia.

?

The grant gives the team $225,000 for the first year, with potential funding for two additional years that could total $675,000. It is funded by the Centers for Disease Control and Prevention through the UK-based Rural Cancer Prevention Center.

?

Published studies have shown a high incidence of cancer incidence and mortality and insufficient cancer care in Appalachia. However, differences in relative survival and avoidable death within sub-regions of Appalachia, and between Appalachian and non-Appalachian areas, have not yet been studied.?

?

The project will collect cancer incidence data from the?13 cancer registries in Appalachian states to identify differences in relative survival and avoidable death within sub-regions of Appalachia, and between Appalachian and non-Appalachian areas for lung, colorectal, female breast, prostate, ovarian and cervical cancer.

?

Bin Huang, director of Population-Based Cancer Research at the Kentucky Cancer Registry, will serve as a principle investigator for the project. The findings from the project will provide valuable information needed to develop and target effective evidence-based cancer control interventions for the Appalachian population, says Huang.

?

"Population-based survival is arguably the best single measure of the overall effectiveness of health service," Huang said. "Results of the study will have direct impact in cancer prevention research here at Markey as the Appalachian population is the focus of our research. With combined knowledge of cancer incidence, mortality, survival and health behavior, more effective or novel intervention strategies could be developed and conducted for this special population.?

Thomas Tucker, director of the Kentucky Cancer Registry, will serve as a co-principal investigator for the project, and Robin Vanderpool, deputy director of the Rural Cancer Prevention Center, will join as a co-principal investigator for the third year of the study and lead the efforts to disseminate study findings.

?

?Findings from this project have implications for multiple stakeholders, including state comprehensive cancer control coalitions; healthcare providers, including primary care and oncology specialists; hospitals and cancer centers; public and private insurers; cancer advocacy organizations; and policymakers," Vanderpool said. "It is important we disseminate our findings to state and local-level constituents, researchers, and organizations across Appalachia in order to improve cancer prevention, screening, treatment and survivorship services in this region of the country.?

"Bringing all of the?13 states with Appalachian counties together for a study of this magnitude is a significant undertaking," Tucker said. "Cancer survival has never been studied across the entire Appalachian area. Yet, the results of this important research will help to identify the areas in greatest need for cancer prevention and control interventions."

1st Penn State abuse suit comes from new accuser

STATE COLLEGE, Pa. (AP) ? Lawyers for a young man described in a grand jury report of a victim of sexual abuse by former Penn State assistant coach Jerry Sandusky said Thursday they settled a legal action regarding a charity's assets.

Harrisburg attorneys Ben Andreozzi and Jeffrey Fritz said the settlement protected the claim their client plans to assert to the assets of The Second Mile, a nonprofit for at-risk children Sandusky founded in 1977.

"We intend to initiate a civil lawsuit seeking damages from the organizations and individuals responsible for the sexual assaults upon our clients," the lawyers said in a release. "However, our priority at this time is to support our clients, including Victim No. 4, who will be testifying against Mr. Sandusky at the preliminary hearing."

Sandusky, 67, has been charged with sexual abuse of eight boys over a 15-year period. His preliminary hearing on 40 criminal counts is scheduled for Dec. 13 at the Centre County Courthouse in Bellefonte.

Andreozzi and Fritz said that under terms of the settlement, The Second Mile has agreed to obtain court approval before transferring assets or closing and give their client the ability to weigh in before a judge regarding any distribution of assets.

The Second Mile released a statement calling the agreement a reiteration of its existing legal liabilities and saying it does not include a finding of liability.

The Second Mile said earlier this week that its donors should consider giving money to the Pennsylvania Coalition Against Rape, the latest sign that the charity may not be a going concern much longer. The Second Mile said its December programs would go on as scheduled, however.

Prosecutors said Sandusky found his alleged victims through The Second Mile, which is based in State College.

Also Thursday, state Rep. Ronald Waters, D-Philadelphia, asked the Pennsylvania Department of Welfare ? the agency that licenses programs dealing with youth and children ? to provide him with detailed information about The Second Mile's activities.

Penn State President Rodney Erickson said Thursday the school would conduct a wide-open search for a new football coach, following the dismissal of head coach Joe Paterno shortly after Sandusky was arrested. Paterno has not been charged with any crime, although two other high-ranking administrators, former athletic director Tim Curley and vice president Gary Schultz, have been charged with lying to a grand jury and failure to properly report suspected child abuse.

They have denied the allegations and await a preliminary hearing in Harrisburg Dec. 16.

Penn State's trustees said Thursday they would hold an early morning session on Friday to formally approve decisions made in the immediate aftermath of the arrests of Sandusky, Curley and Schultz.

The conference call meeting at the Nittany Lion Inn in State College begins at 8 a.m. and is open to the public.

Erickson said the university will donate $1.5 million in bowl proceeds to a pair of sex-crime advocacy organizations in the wake of shocking sex-abuse allegations levied against a once-revered assistant football coach.

He said Big Ten bowl revenue, which usually goes back to the athletic department, will go instead to the Pennsylvania Coalition Against Rape and the National Sexual Violence Resource Center.

"This presents an excellent opportunity for Penn State to raise the national visibility of this issue," Erickson said. "Our students and fans are focused on a cause to play for, to cheer for."

In addition on Thursday, Sandusky's lawyer said he has not discussed pleading guilty with his client and that the former coach continues to maintain he is innocent of the charges against him.

Joe Amendola said Sandusky has never considered a plea in his case and the topic of a guilty plea came up as a "what-if" question from a reporter about potential additional charges.

"My answer to the 'what if' question was analogous to saying, if weather forecasters were predicting a blizzard next week, which they are not, I would have to at least consider the possibility of postponing my scheduled trip to Philadelphia," Amendola said in an email.

Authorities say the sex abuse allegations were not immediately brought to the attention of authorities even though investigators say high-level people at Penn State apparently knew about at least some of them.

School President Graham Spanier was ousted as a result.

Study investigates why Indians with African ancestry were more fertile

American Indians with African ancestry outdid 'full bloods' in reproductive terms in the early 1900s, despite the odds being against them, according to a new study by Michael Logan from the University of Tennessee in the US. Their increased fertility occurred at a time when things were not going particularly well for full bloods either - in social, economic and health terms. The work is published online in Springer's journal, Human Ecology.

One of the major characteristics of the demographic history of American Indians is interethnic marriage. While the majority of these unions involved Indian women and Caucasian men, a sizeable number occurred between Indians and African Americans. The children of these bicultural marriages were "mixed bloods" who in turn typically married non-Indians or other mixed bloods.

Logan investigated factors affecting the fertility of American Indians and explored why those with African ancestry enjoyed particularly high fertility, using data from the 1910 Census on American Indians in the US and Alaska. His analyses show that a host of interrelated factors affected the reproductive success of these people, including genetics, cultural practices and the socio-economic and health environments they lived in.

Based on the reproductive histories of 295 women of mixed Indian-black and Indian-black-white heritage, Logan found that Indian-black marriages proved to be advantageous in terms of fertility, fecundity (the average number of births per woman) and offspring survival.

The lower infant-childhood death rates recorded for mixed couples, together with variations in sterility and fecundity, help to elucidate why mixed bloods as a population grew so rapidly in comparison to full bloods during the late nineteenth and early twentieth century, explains Logan.

He concludes: "The fact that mixed blood Indians with African ancestry did so well reproductively speaks to their resolve to make the best of life for themselves and their children, in a social and political milieu marked by pronounced racism against all peoples of color. The data clearly demonstrate that those who faced the most challenges from racism also fared well reproductively, despite the many hurdles they encountered."
